Prostitution has often been referred to as the world's oldest crime. It is quite simply offering sex for money. In Hawaii, money does not have to actually change hands. Merely offering sex for money is enough. This is a petty misdemeanor, with up to 30 days in jail. The police arrest both the prostitute and the "john" for prostitution, often conducting undercover operations to do so.
